Charter House and Green Initiatives
In the autumn of 2008 the project team of Charter House Apartments in Wayne, West Virginia began developing proposed rehabilitation plans. The staff of Millennia Housing Development had been working with the Office of Affordable Housing Preservation (OAHP) to coordinate the scope of work, when the two entities began discussing the opportunities provided by OAHP’s Green Initiatives program. Millennia had already been incorporating sustainable design elements through the project architect, Herman Gibans Fodor, Inc. (HGF) as well as the selected contractor, American Preservation Builders. The opportunity was taken to push the project to the next level by using the Green Initiatives guidelines to provide Charter House Apartments with the latest in sustainable techniques and materials.
The initial project is a $2.3 million investment in the property to rehabilitate the seventy-three (73) one-bedroom residential units serving elderly residents, as well as the community and support spaces that make up the 4-story, 55,000 square foot building. New high-efficiency windows and doors, low-flow plumbing fixtures, environmentally-friendly finishes and other sustainable materials and methods were selected. Site improvements and landscaping were proposed such as native species landscaping and energy-efficient light fixtures that will provide a fresh exterior environment for the residents. After completion, a training program for the property managers, maintenance staff and residents is to be implemented to educate those involved about the new systems under their control and how to most effectively use them. Signage is to be provided to clarify green practices, and purchasing policies enacted to make sure the systems are provided with the components that allow them to continue to run at peak efficiency throughout their life-cycle. Utility monitoring equipment is being installed that records how much energy is used per apartment unit, as well as measuring the air quality, temperature and humidity so that Millennia and OAHP can witness the cost and energy savings at the property. Finally, the intention is that the exposure of the property staff and development team to these green practices provides them with the experience to attain sustainability certification using one or more of the available training courses such as Leadership in Energy Efficient Design (LEED) or Energy Star certification.
We are excited to present this Green Operations and Maintenance Manual for Charter House as a ground-breaking partnership between government and private entities, and hope that it is just one of many in a long line of sustainable programs for affordable housing.
